Alisia Moutry, Ph.D., is a native of Milwaukee, Wisconsin. Dr. Moutry is currently employed by the University of Kansas as a Regional Director for the School-wide Integrated Framework for Transformation Grant supporting both Baltimore City Public Schools and California Scaling Up MTSS (CASUMS). She was employed by Milwaukee Public Schools (MPS) for 18 years. At MPS she held the positions of teacher, mentor, teacher on special assignment, an administrative Program Coordinator and a Director. She began work with the Cooperative Educational Service Agency (CESA) #1 in October, 2008, as the Statewide Director of the Responsive Education for ALL Children Grant and in April, 2012, as the local Chief of Staff for the Jamie S. Settlement Agreement working directly with the court appointed and nationally known, Independent Expert, W. Alan Coulter, Ph.D. August 2012, as the Title I Network Coordinator and Department of Public Instruction Turnaround Liaison. Dr. Moutry was the Executive Director of the Milwaukee Teacher Education Center (MTEC) a statewide non-profit alternative certification and training program for 4 years.

Dr. Moutry achievements included: 2013 Rufus King Distinguished Alumnus, 2013 Milwaukee Community Journal Award, 2009 Holy Redeemer 100 Women of Honor Award, 1996 University Wisconsin-Milwaukee Pre-College Academy Distinguished Teacher Award, and the 1990 Omega Psi Phi Fraternity, Incorporated Influential Woman Award. In Special Education Practices: Personal Narratives of African American Scholars, Educators, and Related Professionals, she has her first published article entitled, All Children are Special: Response-to- Intervention for African American Students with Nova Science Publisher of Hauppauge, New York. She is a member of Black Child Development Institute-Milwaukee Affiliate, City at Peace in the Arts (CAPITA) Production Board, Delta Sigma Theta Sorority, Incorporated, Dominican High School Board, Metropolitan Milwaukee Alliance of Black School Educators (former Executive Board Member), National Association for Alternative Certification, National Association for the Advancement of Colored People, Winthrop Special Education Advisory Board and, former member of the Young Men’s Christian Associations YMCA Board .
